The evidence
Only 5 percent of cost estimators in the United States work in heavy and civil engineering construction, and 12 percent in manufacturing. That is the thinnest estimator base of any segment, set against the strongest demand of any segment: power sentiment for 2026 is net positive 34, the highest of every sector tracked.

Investor owned electric utility capital spending reached 204.1 billion dollars in 2025, a fourteenth consecutive record year, with 238.8 billion forecast for 2026 and 1.4 trillion cumulative through 2030. S&P Global separately forecasts roughly 1.3 trillion dollars of utility capital spending across 2026 to 2030.

Total United States transportation construction is forecast at 209.1 billion dollars in 2026, up nearly 3 percent on 2025.
In state DOT lettings across six states there were 4.1 bidders per project on average, and 38.8 percent of 7,278 projects drew exactly one bid as of June 2026, weighted heavily to Texas. In nearly two fifths of those lettings the awarded contractor faced no competition at all. The constraint is being able to bid, not bidding sharper.
