Government and public sector

A public bid is not won on the number alone. It is refused on a missing form, an unsigned schedule or a wage determination nobody loaded. The documents are the deliverable.

Covered here

  • Government and public sector
  • Public works and infrastructure

What you need, that a generalist does not produce

  1. 01

Certified unit price bid schedules in the agency’s line item format

Notarized where the solicitation requires it, matched to the agency’s own schedule rather than transcribed into ours.

  2. 02

Bid bonds and the forms that travel with them

Prepared as part of the submission rather than chased on the day it is due.

  3. 03

Certified payroll templates pre loaded for Davis-Bacon

With the applicable wage determination in place before the first payroll is run, not after an audit asks for it.

  4. 04

DBE participation or good faith effort documentation

Assembled with the bid, because a good faith effort that was not documented as it happened cannot be evidenced later.

The evidence

  • Davis-Bacon prevailing wage rules apply to federally funded or assisted construction contracts over 2,000 dollars. That threshold is low enough that most public work carries them.

    US Department of Labor, Davis-Bacon

  • Prequalification is a real gate rather than paperwork. Florida DOT requires CPA reviewed financial statements and approved work classes for contracts over 250,000 dollars.

    Florida DOT prequalification

  • Total public construction spending in the United States was 541.2 billion dollars at an annual rate in May 2026.

US Census Bureau C30, May 2026

  • K-12 bond programmes tracked roughly 49 billion dollars of pending opportunity as of May 2026, and Dallas ISD passed a 6.2 billion dollar bond on 2 May 2026, the largest in Texas history.
