The evidence
Estimating costs a specialty contractor 3 to 4 percent of revenue, and roughly 40 percent of that spend is waste: estimator productivity lost, plus project manager time diverted into pricing the bids that do not land. That is the whole argument for buying the estimate rather than staffing it.
Hard bid awards cluster at 10 to 25 percent of bids submitted, and four independent sources converge on it. A contractor doing 10 million dollars of revenue bids around 100 million dollars of project value a year to get there. Public hard bid work sits at 10 to 20 percent, and state DOT tabulations across six states put 26 percent of bids as the low bid, roughly 3.9 bids for each award.

77 percent of firms with open salaried positions report difficulty filling estimating roles specifically, from an 879 firm base. It is the hardest salaried role to fill after project managers and supervisors.
