General requirements are where a bid quietly loses its margin, because most of the cost is time rather than material and time is easy to under count.

What we measure, and in what units

  • Months and weeks of supervision by role
  • Lump sum and each for temporary facilities
  • Each for bonds, insurance and permits where the form carries them
  • Weeks of temporary utilities, fencing, sanitation and cleaning

Duration first, from the schedule the bid is built on, then the roles and facilities that duration carries. Every item is a line, so a change in programme reprices the division without rebuilding it.

Scope items routinely missed on this division

Only someone who has priced the work knows what falls through the gaps. No competitor publishes this list.

  • Supervision priced per phase where the award may be trade by trade, so a superintendent is not carried full time on a job that runs in two separated windows.
  • Bonds and insurance as bid items rather than as markup. On public work the form often carries them as priced lines, and a non responsive line is worse than a high one.
  • Temporary utilities for the full duration, including the weeks between phases when the meter still runs.
  • Final and progressive cleaning as labour, not as a rounding assumption.
  • Survey, layout and as-builts where the specification assigns them to the contractor.

Questions people in this trade actually ask

Why not carry general conditions as a percentage?

Because the cost is time. A percentage of a small, slow job under prices it and a percentage of a large, fast job over prices it. Duration times roles is the honest number and it moves correctly when the schedule moves.

Are bonds in the estimate?

Where the bid form carries them as items, yes, priced. Where it does not, they are excluded and named in the exclusions so you can add your own rate.
